<p> The Consumer Justice Foundation, which is a for-profit corporation that is staffed by a team of professional consumer advocates whose mission is to provide the public with free online informational resources regarding the dangers of certain prescription medications, hereby alerts the public that an FDA panel of advisers has voted to back Qnexa, an obesity medication, for approval.  Qnexa contains Topamax, and concerns regarding Topamax side effects led to a denial of approval of Qnexa by the FDA in 2010.</p>
<p>&#13;</p>
<p>Specifically, Qnexa is an obesity medication that is comprised of phentermine, which is a substance that appears in medications that are approved for short-term weight loss and topiramate, an anticonvulsant medication known as Topamax that is manufactured by Johnson &amp; Johnson.  Qnexa has shown that patients who use it tend to lose 10 percent of their body weight over the first year of use.</p>
<p>&#13;</p>
<p>However, Qnexa was not approved by the FDA in October of 2010 because of concerns regarding Topamax side effects that include the tendency for pregnant women who ingested topiramate to give birth to children with birth defects that include oral clefts.  Qnexas manufacturer, Vivus resubmitted Qnexa for consideration by the FDA with additional study information.</p>
<p>&#13;</p>
<p>This additional information included studies of 3,386 women who used Qnexa despite precautions asking that women in the study use contraception.  An FDA expert on birth defects estimated there would be five babies born with a cleft lip defect for every 1,000 women who became pregnant while taking Qnexa.  The advisory panel also stated that if Qnexa was approved, the FDA would require Vivus to train prescribers in the pregnancy risks of Qnexa and distribute warning pamphlets to patients regarding Topamax side effects and the possibility of birth defects.</p>

<p> As arts education programs face mounting financial pressure, The NAMM Foundation reminds school districts and communities to help preserve  or even grow  their music programs by participating in the 2012 Best Communities for Music Education Survey, which celebrates the positive impact of music education on schools, students and communities. </p>
<p>&#13;</p>
<p>Going strong in its 13th year, the Best Communities for Music Education (BCME) Survey is a nationwide search for communities whose programs exemplify a strong commitment to music education. Established in 1998, BCME recognizes and celebrates schools, their administrators, teachers, board members, parents and students for their support and commitment to music education. The program also recognizes communities and schools that have diverse offerings for music learning that include music technology and innovative music education curricula. </p>
<p>&#13;</p>
<p>The 2012 survey will remain open until Friday, March 9, 2012 and can be completed at http://www.nammfoundation.org.  Each school district or community is allowed to fill out one survey, which must be completed by a school administrator and/or teacher who has access to school and district demographic and budgetary information. </p>
<p>&#13;</p>
<p>Participants in the survey answer detailed questions about enrollment, student/teacher ratios, music class participation, instruction time, facilities, support for the music program, private music lesson participation and other relevant factors in their communities music education programs. The responses are verified with district officials and program advisors review submission. </p>
<p>&#13;</p>
<p>As in the previous years, the 2012 survey will be conducted in collaboration with The Institute for Educational Research and Public Service (http://www.ku.edu/~ierps/cgi-bin) of Lawrence, Kansas, an affiliate of the University of Kansas.  The BCME final roster will be announced on April 16, 2012.</p>

<p>During this presidential election year, citizens will express their commitment to values and policies.  Likewise, this program empowers local advocates to highlight the importance of music education in their schools, said Mary Luehrsen, executive director, NAMM Foundation. More than ever, schools, educators and parents must be proactive about promoting music education for all students. </p>

<p>In conducting the annual survey, the NAMM Foundation is joined by advisory organizations in the fields of music and education: Americans for the Arts, League of American Orchestras, The Mr. Hollands Opus Foundation, Music for All, Music Teachers National Association, National Guild For Community Arts Education, Yamaha Corporation of America, Young Audiences and VH1 Save The Music Foundation. </p>

<p> Recently, New Jersey Governor Chris Christie signed P.L.2011, c.139 into law, allowing all government agencies including K-12 school districts, local governments and non-profit organizations to use contracts awarded by national cooperative purchasing programs. National purchasing programs such as the PEPPM Technology Bidding and Purchasing Program and the Keystone Purchasing Network (KPN) offer cost saving options to the state-mandated purchasing contracts and local bidding processes available prior to the new legislation.</p>
<p>&#13;</p>
<p>PEPPM and KPN are nationally recognized and accepted cooperative purchasing program initiatives within the Central Susquehanna Intermediate Unit (CSIU), a governmental agency of Pennsylvania. </p>
<p>&#13;</p>
<p>PEPPM is a national source for technology purchases and solicits sealed competitive bids on popular brands of computer equipment, peripherals, software, audio-visual, networking and communication products and related supplies. </p>
<p>&#13;</p>
<p>KPN is a national purchasing procurement program with many regional and national contracts that include office and classroom supplies, copiers, furniture, commercial floor covering, indoor and outdoor athletic surfaces, commercial food service equipment and supplies, modular classroom and portable buildings, roofing and building restoration services, vehicles and other categories of supplies and services.</p>
<p>&#13;</p>
<p>New Jerseys recent legislation will increase the purchasing options, decrease the purchasing costs, and streamline the procurement process for business managers, technology coordinators, facilities managers, and other procurement professionals. </p>
<p>&#13;</p>
<p>The procurement managers for school districts, higher education, and government agencies in New Jersey now have options that can create considerable savings of both time and money for the organizations they represent. In addition to offering competitive choices, the PEPPM and KPN purchasing programs eliminate the need for procurement managers to conduct a local bidding process. Instead, the procurement managers can piggyback on the competitively bid contracts already managed by PEPPM and KPN.</p>
<p>&#13;</p>
<p>When a requisition request for new equipment or supplies is made, procurement managers can first search for a PEPPM or a KPN contract to fill the request. If a contract exists, a purchase can be made immediately, dropping weeks, months and countless bid management hours from an otherwise lengthy procurement process.</p>
<p>&#13;</p>
<p>This change in New Jerseys cooperative purchasing legislation ensures that the overall lowest price, cost of ownership, shipping costs, and soft costs can be achieved. And because PEPPM and KPN have contracts already in place with popular vendors, the benefits are almost instantaneous.</p>
